Refinery Disruption Events (Proposed)

The Department of Energy is proposing to collect information on refinery disruptions and incidents when there is an emergency shutdown or significant attack at a refinery. The Department of Energy would use the information collected on this emergency form to fulfill its overall national security and other energy emergency management responsibilities.

Any petroleum refinery with a capacity to process at least 50,000 barrels of crude oil per day that is operating in the United States, Puerto Rico, the U.S. Virgin Islands, or the U.S. Trust Territories and is producing transportation fuels or heating oil would be required to file the form whenever the criteria for filing during an emergency occurred. This proposed report will be sponsored by the Office of Electricity Delivery and Energy Reliability (OE).

A second Federal Register Notice on this proposed emergency form was published on November 5, 2008, taking into consideration comments received after the first Notice. Public comments are being solicited through December 5, 2008 on the proposed emergency form and instructions.

Confidentiality

The general disturbance and incident data reported on the form are not confidential. However, information on the official to contact for follow-up will be considered "protected" information.
